I completely understand why this specific quest catches you off guard. You are running through the desert, shooting mutants, and suddenly you hit a bureaucratic roadblock. Otto tasks you with the "Horsin' Around" questline, which requires you to secure a rider license before you can freely use your mount. He hands you a written exam called the Rules of the West. If you approach this test like a normal driving exam, you will fail instantly and have to restart the dialogue loop. The entire quiz is a massive joke designed to test if you have absorbed the chaotic, trigger happy attitude of the game world. You are not a responsible commuter. You are a cowboy.

Every single question is a trap designed to punish cautious behavior. If an answer sounds responsible, safe, or polite, it is mathematically guaranteed to be wrong. For example, when the test asks who has the right of way at an intersection, yielding to the right is incorrect. The correct answer is that whoever holds the biggest gun goes first.

You need to lean into the absurdity. If a fiery tornado blocks your path, a normal person would seek shelter. In this game, you just ride around it. If your robotic horse needs to stop, you do not pull a brake lever. You simply jump off the saddle while it is still moving. Embracing this unhinged mindset is the only way to clear the hurdle and get back to the actual action.

A cow stops you and asks for your mount's papers. What do you do? No way, I'm going too fast to get caught.
You've accidentally triggered a storm with your horse. What do you do? I deal with my teammates' judgment first, then the enemies.

Claiming Your Rider License Once you punch in the final answer, Otto will evaluate your score. If you manage to fail by trying to play it safe, do not panic. The game allows you to retake the exam immediately. There is no hard penalty for failing other than the mild annoyance of clicking through the dialogue boxes again. After you successfully secure 15 correct responses, the quest updates and you are officially licensed to ride. You can now summon your mount to traverse the map at high speeds, which is absolutely mandatory for hunting down late game bounties and dodging massive enemy ambushes in the open world.
