The black market selection is randomized every time you load into the lobby. If you see a top-tier survival tool, you should buy it immediately. If the shop is full of garbage, you can spend a couple of tickets to reroll the inventory. Just be careful, as the reroll price increases every time you use it.

The Quota Gun is a terrifying but incredibly potent tool. For 5 tickets, you get a weapon that instantly pays off 33% of your daily debt per shot. The catch is that you must shoot it at a teammate, physically blowing off their body parts in the process. It is the in-run equivalent of using the Body Shredder in the lobby.
If you are already familiar with the mechanics of sacrificing anatomy to survive, this operates on the exact same logic. You lose your eyes, mouth, or legs, but you bypass a massive chunk of the financial burden.
