Windrose: Where to Find the People of Tortuga Buyer
You are not blind, and your game is not bugged. The game is just trying to mess with you.
If you have been playing Windrose for a few hours, your cargo hold is likely overflowing with crates of Provisions and Medicine. The item descriptions explicitly tell you to sell these goods to the People of Tortuga. So, naturally, you sail to the island of Tortuga, dock your ship, and start running through the streets. You find the Provisioner, you find the Bounty Agent, but the Buyer is nowhere to be found.
I cannot explain this bizarre bit of pirate logic, but the Buyer for the People of Tortuga is not actually on Tortuga. He is stationed at their heavily fortified Main Base on a completely different island. The Procedural Generation Problem
Because every single map in Windrose is procedurally generated, I cannot give you a clean grid coordinate for the base.
If you want to do it the hard way, you can just sail blindly into the fog near Tortuga. Bizarrely, if you look at your map and see that you have entered "Brethren of the Coast Waters," you are actually getting very close to the People of Tortuga's Main Base.
However, sailing around hoping to get lucky is a massive waste of time. There is a much more reliable way to force the game to place a giant marker directly on the Buyer's head.
The Questline Shortcut (The Reliable Method)
Instead of exploring aimlessly, you can exploit a specific side quest that guarantees a map marker for the Main Base.
Start the "Glorious Hunters" Quest: Early in your playthrough, you will stumble across the abandoned camp of some missing boar hunters. Follow this objective marker.
Locate the Buccaneers' Island: The hunter questline naturally leads you directly to the head of the Rogue Buccaneers faction.
Speak to Henri: Once at the Buccaneer base, find a man named Henri. He will give you a new quest simply titled "Buccaneers."
Deliver the Gunpowder: The first step of Henri's quest requires you to hand over 50 bags of Gunpowder. If you do not have the Millstones unlocked yet to craft it yourself, you will need to aggressively clear pirate camps and loot chests to scrape it together. The Final Delivery: Once you pay the gunpowder toll, Henri asks you to deliver a shipment of tanned hides to a man named Charlie Sharpe.
The moment Henri gives you this delivery order, the game instantly slaps a quest marker on your map for Charlie Sharpe. Charlie happens to live at the exact same Main Base as the People of Tortuga Buyer.
The Spoils of the Main Base
Once you sail to the quest marker, you finally have a place to offload all your heavy Provisions and Medicine for pure Piastre. Drop a Fast Travel Bell immediately so you never have to sail back here manually again.
While you are emptying your pockets, take a look around the base. You will find another Bounty Agent to help raise your faction reputation, and more importantly, you will find Black Axel. Axel is a master cook that you can hire for 500 Piastre. Assigning him to your base grants a 30% chance to craft an extra meal every time you cook.
