007 First Light Guide: How the Licence to Kill Actually Works

Being a super spy means following protocol, which unfortunately means you cannot just blast every guard who looks at you funny. (Looking at you 47…)

007 First Light forces you to remember that James Bond is an intelligence operative, not a walking tank. The game heavily pushes you toward stealth and gadget use. If you try to run into a room with your finger on the trigger, you will quickly find out that your weapon is completely locked. You have to earn the right to shoot back. Before you get frustrated and think your controller is broken, I will explain exactly how the Rules of Engagement system dictates your combat options.

The Rules of Engagement

The game tracks your current threat level using a strict status system that constantly updates based on where you are and how much noise you are making.

There are five specific states that dictate how you are allowed to handle a mission. You will bounce between Restricted Area, Trespassing, Reinforcements Incoming, Licence to Kill, and Situation Contained. MI6 keeps you on a very tight leash for four of those states, meaning your firearm stays firmly in its holster whether you like it or not.

Earning Your Licence to Kill

You are only allowed to draw your weapon when the Licence to Kill notification pops up at the top of your screen.

This status triggers under very specific, high-threat conditions. If you are standing in a highly restricted area and the guards are actively ordered to shoot you on sight, MI6 authorizes lethal force. Similarly, if an enemy points a gun at you with clear intent to fire, you get the green light to shoot back.

However, if the enemies want to settle things with their fists, you have to oblige them. Even if you are completely outnumbered by guards, if they engage in close-quarters brawling, your gun stays locked away. You just have to roll your sleeves up and deal with them manually (which is honestly a great way to force you to learn the melee mechanics). Mastering Gun Combat

Once your Licence to Kill is active, the gunplay opens up into a surprisingly slick system.

You can take a precise shot to instantly disarm an enemy and then scoop up their dropped weapon to add to your arsenal. You can also seamlessly weave your standard gadgets into the fight while lethal force is authorized, letting you lock down rooms and trap reinforcements while returning fire.

You also gain access to a dedicated focus state. By holding down R3 on your controller, you can slow down time to line up the perfect shot. It is an incredibly smooth mechanic that makes you feel like an absolute professional, but it drains your instinct energy fast. Keep an eye on your meter before you try to clear an entire hallway in slow motion.

Throwing Empty Weapons

The game features a ridiculously cool mechanic where you can chuck your gun directly at an enemy's head. The tutorial mentions pressing Triangle on the PS5, but it leaves out a crucial detail that has confused a lot of people. You cannot just throw a loaded weapon for fun. The gun has to be completely empty before the throw prompt actually registers. Once your magazine is dry, tap Triangle and Bond will launch the empty firearm at whoever is rushing him.

The Shooting Range Confusion

Before you flood the forums with bug reports, let me address a massive point of confusion. A lot of people are walking into the MI6 shooting range early in the game and panicking because they cannot draw their weapon. Your game is not broken. You literally cannot shoot in the range until you progress the story enough to receive your official service pistol. Just keep playing the campaign, grab your gun, and the range will unlock properly.
