The Hood is dealing with the dark influence of his cloak, while Jubilee is desperately trying to cure her son. NetEase uses in-game lore drops and Gallery Cards to seed these complex arcs. We'll see exactly how their personal trauma translates into actual gameplay abilities when the official patch notes drop closer to launch.
